Harmonizing Procurement Process through Negotiated Procurement/Community Participation with the DSWD Procurement System and the Eastern Visayas Medical Center.

Orientation of EPAHP & extensive discussion of the Negotiated Procurement/Community Participation (NP/CP) was vital that the EVMC management agreed on the possible engagement of CBOs as supplier to the health institution.

A formal dialogue was conducted last February 2, 2024, with the Unit Head of the Procurement Section Sir Joseph Aries B. Bernardo, and the Dietary Department Head Ms. Katherine P. Onida of the EVMC, the biggest Medical Facility in Region VIII. Spearheaded by its Chief Administrative Officer (CAO) Engr. Guy Nestor A. Alcantara, aimed to finalize the inclusion of Community-Based Organizations to supply the needed Agri-fisheries of the institution this CY 2024. The DSWD's years of experience in implementing the NP/CP modality was shared through an orientation with Sir Kinneth A. Cayubit one of the BAC Secretariat Staff of DSWD FO VIII that cleared concerns and provided systematic solutions for the modality that will address the current problems of sustained supplies to EVMC where today's supplier cannot comply.

Ms Catherin P. Onida, the head of the Dietary Department was optimistic about the development and hoped that the scarcity of raw materials for their in-patient foods wouldn't be experienced anymore as the proximity of the service provider now will matter.

The meeting is the final phase of the series of forums with EVMC initiated by EPAHP RPMO. The effort resulted in the endorsement of the list of CBOs to EVMC as a possible supplier for their in-patient feeding, This will help small farmers and fisherfolks increase their income and have a direct market for their farm and fish proceeds. The achievement is a breakthrough for EPAHP FO VIII's realization of its vision, “eliminating hunger and poverty through strategic partnership.”
