DSWD FO VIII EPAHP RPMO Community Based Organization (CBO) Validation Pagkaurusa Han Paraguma Pinaagi Ha Organiko (PAPO) of Tunga, Leyte

The validation result showed that the CBO has the capability the only hindrance is its PhilGeps registration which the EPAHP RCT can assist for them to acquire higher PhilGeps registration.

As a potential supplier for the Supplemental Feeding Program for its CY 2024 14th cycle implementation, the Regional Program Coordinator of the Enhanced Partnership Against Hunger & Poverty (EPAHP) as MATA for Leyte province conducted an assessment and validation last February 6, 2024 to Pagkaurusa Han Paraguma Pinaagi Ha Organiko (PAPO), a resident association of Brgy. San Antonio Tunga, Leyte. The association is a consolidator of seven (7) small farmer organizations (Barrio Upat Farmers Association, Blissful and Abound Integrated Farmers Association, Tunga Ventures Association, Tunga Agri-Venture Farmer Association, Brgy. San Roque Women’s Welfare Association, Tunga Leyte High-Value Crops Farmers Association, Tunga Riverside Farmers Association).

The EPAHP FO VIII Assessment Tool crafted by the EPAHP RPMO was used as an instrument for validation that aims to determine the history of the enterprise and its current status, financial, legal, and technical documentary requirements compliance, its financial capacity (financial fluidity), experience on credit access to financial intermediaries, and its track record, contract experience as suppliers from other government/private institutional markets. Identification of their need for possible expansion and their recommendations for the sustainability of their enterprise.

The validation conducted involves checking to produce valid, reliable, sufficient, current, and authentic evidence to arrive at a reasonable judgment on the CBO's readiness to become a supplier under the NP- CP procurement modality. The result showed that the CBO can supply, but with only registered with Red PhilGeps which will hinder it from joining in bidding with a higher amount. The validator advised the management of PAPO to enhance its PhilGeps registration to Platinum, for them to gain access to bids with higher amounts which is a direct income for them. The process likewise eliminates the need for middlemen which reduces their profit and productivity.
