New Lucena LGU adopts NP-CP Procurement for their SFP 14th Cycle

New Lucena, Iloilo, became the first town in Region 6 to utilize NP-CP for their SFP, awarding a Php1.12 million contract to Pinili Development Cooperative for nutritious food supplies to 26 daycare centers, as monitored by DSWD Field Office VI. This initiative, part of the EPAHP program, empowers local CBOs and aims to encourage other LGUs in the region to adopt NP-CP.
The local government unit (LGU) of New Lucena, Iloilo, has utilized the Negotiated Procurement–Community Participation (NP-CP) mode of procurement, as recommended by the Enhanced Partnership Against Hunger and Poverty (EPAHP) Program of the Department of Social Welfare and Development (DSWD), for the 14th cycle implementation of the Supplementary Feeding Program (SFP).
EPAHP Regional Program Coordinator Narlaine Gajisan highlighted that New Lucena is the first town in the region to adopt the NP-CP as a mode of procurement for their SFP implementation.
She added that efforts are ongoing to introduce the process and encourage other LGUs to use NP-CP in Region 6.
By adopting NP-CP in the government procurement process, only the Community-Based Organizations (CBOs) within the locality can participate which can promote empowerment to local communities, expand their market, and increase their income.
As part of this procurement mode, the LGU posted the quotation and invited CBOs to join, with one CBO in New Lucena, the Pinili Development Cooperative, awarded with the contract. The cooperative secured a Php1.12 million contract to supply food for the supplementary feeding of daycare children in 26 Day Care Centers in New Lucena.
