Consultation Dialogue and Exploratory Meeting for potential partnerships with BIR, SEC, and DOLE

The Department of Social Welfare and Development Field Office VI – EPAHP Program discussed potential partnerships and the requirements for legal registrations with BIR, SEC, and DOLE.

The Department of Social Welfare and Development Field Office VI – Enhanced Partnership Against Hunger and Poverty (EPAHP) Program together with the Sustainable Livelihood Program (SLP) visited the Bureau of Internal Revenue (BIR) – Revenue District Office - 74, the Securities and Exchange Commission (SEC) – Iloilo Extension Office, and the Department of Labor and Employment (DOLE) – Region 6, February 27, 2024 to discuss potential partnership between the agencies and the paperwork required for registration within their respective offices.

The programs are designed to help Community-Based Organizations (CBOs) and SLP Associations (SLPAs) by providing them with the necessary assistance to improve their skills and strengthen their assets, ensuring the sustainability of their livelihoods. One option is to enable them to take part in government procurement by utilizing Negotiated Procurement – Community Participation (NP-CP) as outlined in Section 53.12 of the revised IRR of RA No. 9184. 

Following the Guidelines set by the Government Procurement Policy Board (GPPB), organized community or social groups must have valid legal, financial, and technical requirements, such as registrations from SEC, DOLE, CDA, and the like, and their latest income tax returns, to qualify as service providers. However, most CBOs and SLPAs lack these registrations and are unaware of the process of obtaining them. Through these collaborative efforts, the EPAHP Program and the SLP intend to guide the CBOs and SLPAs with straightforward information and to encourage participation in government procurement.
