Negotiated Procurement-Community Participation (NP-CP) Orientation to LGUs in Bicol

The Department of Social Welfare and Development (DSWD) Field Office V through the Enhanced Partnership Against Hunger and Poverty (EPAHP) Program and the Supplementary Feeding Program (SFP) reached out to different Local Government Units (LGUs) to introduce the implementation of Negotiated Procurement-Community Participation (NP-CP) as authorized under the Government Procurement Policy Board (GPPB) resolution 18-2021 last January 26 to February 2, 2024.
LOOK: The Department of Social Welfare and Development (DSWD) Field Office V through the Enhanced Partnership Against Hunger and Poverty (EPAHP) Program and the Supplementary Feeding Program (SFP) reached out to different Local Government Units (LGUs) to introduce the implementation of Negotiated Procurement-Community Participation (NP-CP) as authorized under the Government Procurement Policy Board (GPPB) resolution 18-2021 last January 26 to February 2, 2024.
The NP-CP allows qualified local farmers’ organizations or Community-Based Organizations (CBOs) such as but not limited to Sustainable Livelihood Program Associations (SLPAs), Agrarian Reform Beneficiaries Organizations (ARBOs) and Irrigators’ Associations (IAs) to engage as service providers in the feeding programs and related livelihood programs of the government.
DSWD is one of the government agencies that implement feeding programs, one of which is the Supplementary Feeding Program (SFP) which provides food in addition to the regular meals to target children enrolled in Child Development Centers (CDCs).
In SFP, the program’s implementing partners, the LGUs, are encouraged to purchase at least 30% of the food requirements from local farmers’ organizations using the NP-CP mode of procurement, as further supported by Section 11 of Republic Act 11321, which states that both national and local government agencies are mandated to directly procure agricultural and fishery products from accredited cooperatives and enterprises of farmers and fisherfolks.
DSWD, as the chair of the Inter-agency Task Force on Zero Hunger and the lead agency for the Enhanced Partnership Against Hunger and Poverty (EPAHP), is dedicated to fostering market access by establishing platforms that connect the demand and supply of goods and services in government-related procurement activities.
This initiative is aimed at benefiting local farmers, particularly in government feeding programs that encourage the utilization of community participation through negotiated procurement.
