Successful Coordination for NPCP Adoption in the 14th Cycle Across 16 LGUs in Nueva Vizcaya, Quirino, Isabela, and Cagayan
The successful coordination for the adoption of the Negotiated Procurement Community Participation (NPCP) in the 14th cycle has been completed across 16 Local Government Units (LGUs) in the provinces of Nueva Vizcaya, Quirino, Isabela, and Cagayan. This two-week effort, conducted from July 31 to August 9, 2024, marks a significant milestone in enhancing the efficiency and inclusivity of procurement processes within these regions.
The coordination team initiated the visits at the LGUs of Bambang and Diadi in Nueva Vizcaya, followed by Diffun and Maddela in Quirino. The team then proceeded to Isabela, where they engaged with the LGUs of San Mateo, Cabatuan, Luna, Ilagan, Gamu, Tumauini, and Cabagan. In Cagayan, coordination efforts were carried out in Gonzaga, Buguey, Solana, and Tuguegarao. These LGUs were selected based on the presence of qualified Community-Based Organizations (CBOs) that have been validated and identified as potential suppliers for feeding programs within their respective areas.
The primary objective of this coordination was to ensure that the LGUs, particularly through their MSWDOs, Municipal Accountants, and GSOs, integrate the NPCP into their proposals for the 14th cycle of the feeding program, set to commence in August 2024. Despite concerns raised by some LGUs regarding the tight implementation timeline, they were encouraged to prioritize the inclusion of NPCP in their proposals. Notably, LGUs such as Tuguegarao City in Cagayan, Bambang in Nueva Vizcaya, and Ilagan City in Isabela have already successfully incorporated NPCP in their proposals. Meanwhile, other LGUs are in the process of revising their approved proposals to comply with the memo and support DSWD programs by incorporating NPCP. Some LGUs have indicated plans to adopt NPCP in the 15th cycle, citing the extensive documentation required for implementation, and will use Community Participation as a preparatory step.
The discussions with CBOs were met with enthusiasm, as many recognized the significant opportunity to contribute to the feeding programs for the 2024 school year. This effort aligns with the goals of the Enhanced Partnership Against Hunger and Poverty (EPAHP), which aims to support organized small farmers and associations by providing sustainable market opportunities, thereby helping to alleviate poverty and hunger in the region.
