EPAHP FO2 Conducts Orientations Across Cagayan's Four Provinces on Negotiated Procurement - Community Participations

Nueva Vizcaya, Quirino, Isabela, and Cagayan, April 22-30, 2024 — The Enhanced Partnership Against Hunger and Poverty (EPAHP) Field Office 2 (FO2) recently conducted a series of Consultation Dialogues on the EPAHP SFP with Local Government Unit (LGU)-based Supervising Auditors and LGU Procurement Staff. Held on April 22, 23, 24, and 30, these dialogues took place across the provinces of Nueva Vizcaya, Quirino, Isabela, and Cagayan.

The initiative focused on the Negotiated Procurement-Community Participation (NP-CP) Orientation, targeting all cities, municipalities, and provinces by cluster. The primary aim is to institutionalize good governance practices and promote sustainable development through transparent, participatory, and responsive procurement processes. This approach empowers LGUs and fosters collaboration, thereby building stronger and more resilient communities.

The specific objectives of the activity included:

  • Conducting orientation on NP-CP.
  • Involving LGUs in advocacy to identify locally relevant solutions for community-based organizations (CBOs) of farmers and fisherfolk.
  • Promoting sustainable development and enhancing community resilience through CBO participation in the procurement process.

The dialogues saw participation from a diverse group of attendees, including Provincial, City, and Municipal Social Welfare and Development Officers, City and Municipal Accountants, Resident Auditors of all provinces in Region 2, representatives from the Bureau of Internal Revenue, Supplementary Feeding Program Focal persons, and key officials such as the Assistant Regional Director for Operations, Franco G. Lopez, and the OIC, Chief of the Promotive Division, Pasencia T. Ancheta.

 The Enhanced Partnership Against Hunger and Poverty (EPAHP) is a multi-sectoral initiative that aims to mitigate hunger, ensure food security, and reduce poverty in the Philippines through strategic partnerships and community engagement.
