Regional Convergence Team Caraga working on synergy, taps DBM for enhancing knowldege on Negotiated Procurement - Community Participation
The Department of Social Welfare and Development (DSWD) Field Office Caraga, through its Enhanced Partnership Against Hunger and Poverty (EPAHP) Program, successfully conducts its Year Starter Planning Workshop with its Regional Convergence Team on March 21, 2024. Repersentatives from over 18 agencies gather at the Pavillion Chapel of the Watergate Hotel to discuss the regional team’s agreements, deliverables, accomplishments, and updates.
The general objectives of the EPAHP Program is to mitigate hunger, ensure food and nutrition security, and reduce poverty in urban and rural communities, including the marginalized areas.
During the planning workshop, agency representatives established more specific objectives as well as the programs, activities, or project that each participating agency will conduct to fulfill various targeted outcomes. The team is also successfully oriented with the procurement procedures of Negotiated Procurement - Community Participation (NP-CP) for the pilot implementation in identified Local Government Units of Caraga Region and Residential Care Facilities of DSWD.
Mr. Paul A. Abarca, Chief Budget and Management Specialist from the Department of Budget and Management, provided invaluable insights to the RCT members, enhancing their understanding of Negotiated Procurement - Community Participation as stipulated in Section 53.12 of the 2016 revised IRR of RA No. 9184. Through his guidance, the Regional Convergence Team was able to discern between organized and unorganized Community Social Groups and their specific requirements.
The Regional Convergence Team is prepared and fully equipped to undertake the challenge of initiating the pilot implementation of the NP-CP with the identified Local Government Units in the region.
