DSWD XI Hosts 3-Day Technical Session on Negotiated Procurement-Community Participation for Local Government Units in Davao Region

Davao City, April 3-5, 2024 - The Department of Social Welfare and Development Field Office XI, through its Supplementary Feeding Unit and the Enhanced Partnership Against Hunger and Poverty (EPAHP) Regional Program Management Office (RPMO), successfully spearheaded a three-day Technical Session on Negotiated Procurement-Community Participation (NP-CP) for Local Government Units (LGUs) in the Davao Region. The event took place at the Ritz Hotel, Davao City.

This workshop aimed to equip LGUs with the necessary knowledge and skills to fully implement the NP-CP process and integrate this procurement mode into their work and financial plans.

Republic Act No. 9184, Section 53.12, promotes Community Participation in Procurement (CPP), guided by the Government Procurement Policy Board (GPPB) Resolution No. 18, Series of 2021. These policies enable community-based organizations to participate in government procurement, fostering active, involved, and informed citizenship.

During the 12th feeding cycle, DSWD XI, through EPAHP and the Supplementary Feeding Program (SFP), piloted the CPP process in selected municipalities, including Carmen, Malita, Maco, and Mawab. This initiative not only provided market opportunities to local communities but also ensured fresh and high-quality products for the program’s child beneficiaries, as confirmed by the DSWD XI inspectorate team’s monitoring and evaluation.

The growing interest and enthusiasm among LGUs to implement the CPP process in their procurement activities highlighted the need for technical assistance.
