DSWD XI CONDUCTS "PAKIGHINABI"- A Dialogue on Community Participation in Procurement

The DSWD Field Office XI through its Enhanced Partnership Against Hunger and Poverty Program (EPAHP) conducted a “PAKIGHINABI: A Dialogue on the Experiences of Kilalag SLP Corporation during the 2022 Pilot Implementation of Community Participation in Procurement under Supplementary Feeding Program” last 14 March 2023 at Malita, Davao Occidental.

Said activity aimed to intensify the strategic measures of EPAHP on linking the Community Based-Organizations to institutional market like the Supplementary Feeding through the adoption of R.A. 9184 Sec. 53.12 Negotiated Procurement- Community Participation.

Annabel Diansing and Cristina Cabalquinto, officer of the corporation, shared their experiences and the processes they go through that made their 1st engagement successful. They were thankful for the new strategy introduced to them because it opens more opportunities to uplift the status of their corporation. Also, it gives accessible market for the vegetable produced by the local farmers within their community. The Local Government Unit of Malita will also grant additional capital to the corporation. The officers are hopeful to get higher contract on the 13th Feeding Cycle for 2023.

 EPAHP Regional Program Coordinator- Angelie R. Darilay presented the process documentation on the CPP implementation that will serve as guide and a tool in advocating the said strategy and in convincing other LGUs to resort to the said modality of procurement that will enable poor associations and other farmer’s group to become service providers for the feeding.

 The Gubatan SLP Association from the Municipality of Maco along with their MSWDO, Elizabeth Uy were present in which the activity serve as their benchmark to Kilalag Corporation and learn from the convergence initiatives. An actual site visitation was done were focus group discussion among the representatives of PLGU, MLGU, BLGU, and corporation was conducted.

 The MLGUs of Malita and Maco, and PLGU Davao Occidental were given certificates from EPAHP National Program Management Office as recognition on their efforts, supports, and significant contribution in realizing the strategy.  

 Representatives from EPAHP NPMO and RPMO, Sustainable Livelihood Program, Supplementary Feeding Program, Crisis Intervention Unit, Municipal and Provincial Local Government Units were present to grace the significant event.

 SLP is a capability building program aims to improve the economic well-being of the vulnerable, marginalized, and disadvantaged individuals and families in communities by mobilizing and empowering through the support of the local government units and other government agencies.

Supplementary Feeding Program (SFP) is the provision of food in addition to the regular meals to children currently enrolled in the day care centers as part of the DSWD's contribution to the Early Childhood Care and Development (ECCD) program of the government

EPAHP is a convergence program and one of the government’s initiatives that look into the attainment of Ambisyon Natin 2040 Para sa Matatag, Maginhawa, at Panatag na Buhay.
