DSWD Encourage LGUs to Adopt NP-CP as Mode of Procurement for Government Feeding Programs

DSWD MIMAROPA initiated a consultation meeting with Local Government Units (LGUs) of the Province of Marinduque last October 5, 2023, in Boac, Marinduque to encourage the adoption of Negotiated Procurement-Community Participation (NP-CP), Localized Procurement of Goods, and as Pilot Province for the Enhanced Partnership Against Hunger and Poverty - Supplementary Feeding Program (EPAHP-SFP) Pilot Implementation for the MIMAROPA Region.

The said consultation meeting was spearheaded by the EPAHP-RPMO and the Marinduque Provincial Social Welfare and Development Office (PSWDO), with the coordination and presence of the SFP Focal, Provincial Coordinator of Sustainable Livelihood Program (SLP), Department of Agrarian Reform (DAR) EPAHP-Focal, Department of Science and Technology (DOST) Focal. The Bids and Awards Committee (BAC) chairpersons and members of the 5 LGUs of Marinduque also participated in the meeting. 

According to the Government Procurement Policy Board (GPPB), a pilot implementation on the conduct of NP-CP, stakeholder agencies namely, the Department of Social Welfare and Development, Department of Agriculture, Department of Agrarian Reform, Department of Health, Department of Education, and other partner agencies of the Enhanced Partnership Against Hunger and Poverty program, which will cover identified LGUs as recommended by the DILG, shall initiate the use of the guidelines. The pilot implementation will allow the stakeholders to have sufficient time to evaluate the efficiency and effectiveness of the Guidelines.

As an agreement, a follow-up meeting with the LGUs will be conducted to further evaluate and discuss the piloting of the NP-CP in the Province of Marinduque.
